AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
